Conclusions and recommendations
In the CIV’s view a number of
issues raised in this report require attention from one or more partners
in the chain. This section contains a summary of given conclusions and
recommendations by the CIV.

The studies mentioned
in section 2 show that it is recommended that the parties focus more on
the individual supporters who misbehave and/or who agitate
behind the scenes. The updated Policy Framework also calls for this
individualised approach.
One police region (central Gelderland) has already taken concrete
measures to this end. In the short period that the project has been in
operation results are encouraging.
1It is recommended that alongside Arnhem and the two which have decided
to follow this approach, more police regions confronted with serious
problems with their own supporter groups, should adopt this approach.

To date, as far is
known the instrument of Administrative detention has not
been applied. Emergency ordinances or byelaws are quite often prepared
and/or used for actual or expected incidents.
1It is recommended that a study is made into the number of times
an emergency decree and/or order is preferred but administrative
detention has not been chosen.

Apparently there is a
lack of coordination in regard to clubs’ practice
programmes, particularly in the summer break. There appears to
be a sort of “recess euphoria” in regard to opponents’ options.
It is questionable
whether the CIV is the right body to obtain insights here and
hence to
assume a degree of coordination.
1It would be advisable to have the KNVB
more closely involved in the overall practice programmes. It is also
advisable that the professional clubs and the relevant police forces
share their expertise around games involving their teams with the
officials of the local amateur club.

The police and the OM are the main
parties to input Factual data on games into the VVS.
However, other partners involved in games, including KNVB via their
auditors, also have information on the games. The KNVB and the clubs can
utilise date stored by government while the government agencies (police,
OM) do not have access to KNVB and clubs data.

would be advisable
to take steps to link up all clubs to the VVS and to include club and KNVB information in the system.

The area of ticket sales
still shows a range of defects. Often clubs are unaware of their
potential to regulate ticket sales. Some clubs have their own policy,
whether or not influenced by supporters.
The local authorities are not always aware of potential to impose
certain formulas for sales of tickets.
