3         Police deployment

 

3.1       General

CIV figures show that total police deployment around professional football rose again this report-year, compared with last year. In fact this demonstrated an ongoing 10% upward trend.

For the season under review policing hours, including auxiliary police, totalled 338,746.

However, the important figure is for total deployment of regular police. The table below gives an overview of the trend in the last several years. Police deployment for the year under review stands at 337,140 hours. This refers to the deployment of regular police.

Hence, deployment levels are up on last season despite the fact the police succeeded in reducing deployment at some professional clubs. In contrast, other police regions show an increase and in some cases this is substantial.

At the same time it should be noted that the increase may be due to a larger number of international games. However, it is striking that this year the increase in overall hours is largely due to policing in the First Division. The table below gives an overview per type of game. The figures are dealt with later in this report.

In regard to the total hours devoted to preparations that to date it should be noted that up to now the CIV has estimated these figures on a seasonal basis. The figures provided have shown to be clearly incomplete. Only 5386 hours have been entered for preparation by the football coordinators for this season. Most of them have simply omitted to enter the figures. Using a given formula the CIV has calculated the total hours spent in preparations this year at 15,812.   This means just over 6 hours preparation time per game this season. In the view of the CIV this is unlikely to reflect reality, and the impression is the total will be higher in practice. The total per game would rise considerably if the time required for preliminary discussion, internal consultation and, e.g., planning for person-power deployment were included. In some regions this activity occupies police officers almost full time whereby this factor would be considerably higher in hours for total police deployment.

3.2       Registration of increased/decreased policing levels per club

3.2.1       General

Causes of increased policing.

Causes for increases include:

Promotion to the Premier League;

bullet

When a club normally requests low policing and suddenly, for one or two games, policing has to be at a high level. This has a strong impact on overall policing levels, particularly for First Division clubs;

bullet

Criminal investigations after the match can strongly increase the level of policing. Once again this particularly applies to clubs with on-average low levels of policing;

bullet

Routine deployment of the riot squad at every game this season;

bullet

One hour increase in time on duty for risk games and

bullet

Additional policing where the opposing team, playing away from home, had a chance of the championship.

Causes of decreased policing.

Causes for decreases include:

Demotion to the First Division and

bullet

Reduction of time on duty at games from the routine 8 hours to 6 hours for certain types of policing.

 

3.3.2       Premier League

The chart below gives an overview of policing in the Premier League during the season under review, compared with figures reported for the previous four seasons.

The overview shows that of the three major Dutch clubs, only the Amsterdam police made a substantial cut in policing at Ajax games, even realising the highest reduction, 28.2%, in the premier. policing levels at the other two “big” clubs, PSV and Feyenoord rose by 12% and 15.3% respectively.

The substantial increase in policing levels at Excelsior, FC Zwolle and RBC was largely due to the promotion of these clubs. A further increase in policing levels at the Premier League was also noted at games involving SC Heerenveen (31.7%) and FC Groningen (56.6%).

The high increase at FC Groningen is largely due to a number of duty hours for Eindhoven police, in Eindhoven, during PSV championship celebrations following the FC Groningen v  PSV game. These policing hours were allotted to the actual game, whereby there was nil policing by the Groningen force.

AZ was also one of the clubs that succeeded in reducing levels of policing. Deployment by Alkmaar police was also 18.1% down.

 

 

3.2.3       First Division.

The overview below shows policing levels for the First Division during the season under review, as compared with the average for the four preceding seasons.

Immediately noticeable in this division is the enormous increase for games involving ADO Den Haag. This is no less than 208.9% compared with the average for the preceding four years, putting policing levels for ADO Den Haag at second highest for any professional club in both divisions this season. Only Feyenoord ranked higher in terms of total policing hours.

Reasons behind the massive increase at ADO Den Haag include the routine deployment of the riot squad at all games this season.

At 6 more professional clubs the increase was between 40.4 % and 96.6%.

While policing levels were sharply down at FC Den Bosch, Sparta and Fortuna Sittard this – again – is attributable to their demotion. Furthermore, Cambuur Leeuwarden realised a strong, 33.8%, decrease in policing levels.

 

 

3.3       Deployments of types of police
